OHA Quality Incentive Measures (QIMs)

Quality Incentive Measures (QIMs) are statewide performance goals established by the Oregon Health Authority (OHA) to improve quality, access, and equity in care for Oregon Health Plan (OHP) members.

In Central Oregon, QIMs help align providers, partners, and the Coordinated Care Organization (CCO) around measurable improvements in health outcomes.

How QIMs Support Regional Health Improvement

Each year, Oregon establishes a set of performance measures focused on areas such as preventive care, chronic disease management, behavioral health, and health equity.

These measures:

  • Track progress on quality and access
  • Encourage coordinated improvement efforts
  • Support better outcomes for Medicaid members
  • Reinforce priorities identified in the Regional Health Improvement Plan (RHIP)

Performance incentive dollars earned through QIM achievement are reinvested locally to strengthen care delivery and community health initiatives.

Areas of Measurement

While measures may change annually, QIMs typically focus on:

  • Preventive screenings and immunizations
  • Chronic disease management
  • Behavioral health integration
  • Maternal and child health
  • Health equity and disparity reduction

Measure specifications and scoring methodology are determined by the Oregon Health Authority.

Annual Performance

Each year, Central Oregon’s CCO reports performance results to the state.
