Coordinated Care Organization (CCO) Governance

The Central Oregon Health Council (COHC) serves as the governance body for the Central Oregon Coordinated Care Organization (CCO).

COHC provides oversight of Medicaid and Oregon Health Plan (OHP) services administered by PacificSource, ensuring accountability, regulatory compliance, fiscal stewardship, and alignment with regional health priorities.

Through structured governance, stakeholder coordination, and community representation, COHC safeguards public resources and strengthens performance across the region.

CCO Oversight & Accountability

COHC monitors CCO performance against state-established contractual requirements and quality benchmarks.

Governance responsibilities include oversight of:

  • Medicaid and OHP services administered by PacificSource
  • Compliance with Oregon Health Authority requirements
  • Regional performance around the Quality Incentive Measures (QIMs)
  • Financial stewardship and reinvestment of performance dollars
  • Quality, health equity, and health outcome accountability

COHC works to ensure that performance incentives earned through quality improvement are reinvested to benefit Central Oregon communities.

Health System Transformation

Beyond compliance oversight, COHC supports coordinated health system transformation efforts that:

  • Improve measurable health outcomes
  • Reduce health disparities
  • Lower overall healthcare costs
  • Align delivery system efforts across payors and sectors
  • Work to improve healthcare access for rural residents around the region

Transformation initiatives are guided by the Regional Health Improvement Plan and informed by regional data.
